Terra-Gen Commissions Monte Cristo I Windpower Project, Strengthening Clean Energy Capacity in Texas
Terra-Gen, one of the United States’ leading independent renewable energy producers and a company jointly owned by Masdar and Igneo Infrastructure Partners, has announced the successful commissioning of the Monte Cristo I Windpower Project. The milestone marks a significant expansion of Terra-Gen’s clean energy portfolio and reinforces its position as a key contributor to the country’s transition toward low-carbon electricity generation.
The newly launched Monte Cristo I project is a 238.5-megawatt (MW) wind energy facility located in Hidalgo County, Texas—one of the nation’s most active regions for renewable energy development. Once fully operational, the project is expected to generate more than 850 gigawatt-hours (GWh) of clean electricity every year. According to Terra-Gen, the facility’s annual output is sufficient to meet the energy needs of approximately 81,000 U.S. households, making it a meaningful contributor to grid reliability and the state’s broader decarbonization efforts.
A major component of the project’s commercial viability is its secure revenue structure. Terra-Gen confirmed that the facility’s output has been contracted through long-term power purchase agreements (PPAs) with two corporate off-takers. These agreements ensure stable, predictable energy supply for the buyers while reinforcing growing commercial demand for renewable electricity from companies seeking to reduce their carbon footprints and meet sustainability targets.

To commemorate the commissioning, Terra-Gen hosted a ribbon-cutting ceremony at the Monte Cristo I site. The event brought together company executives, project partners, local elected officials, landowners, and community members who played a role in bringing the wind farm from concept to reality. The ceremony served not only to mark the completion of the project, but also to highlight the collaborative spirit between Terra-Gen and the region.

Economic Impact and Workforce Benefits
The Monte Cristo I Windpower Project has already delivered a significant economic boost to the region through job creation and infrastructure improvements. During peak construction activity, the project supported approximately 280 jobs, spanning roles in construction management, engineering, transportation, skilled trades, and equipment operation. Terra-Gen highlighted the project’s strong safety performance, noting that workers logged more than 490,000 hours without a lost-time incident—an accomplishment that reflects detailed planning and rigorous safety standards throughout construction and the transition to operations.
In addition to direct employment, the project stimulated local spending and supported local businesses, including suppliers, construction firms, and transportation providers. Many of these economic benefits will continue throughout the project’s lifecycle as ongoing operations require maintenance crews, service providers, land management specialists, and other long-term workforce roles.
Beyond workforce development, the project has contributed to meaningful infrastructure upgrades in the region. Terra-Gen invested in improvements to more than 11 miles of Texas Department of Transportation roads and approximately 25 miles of county roads. These enhancements will benefit local residents, businesses, and future development efforts in Hidalgo County for decades to come.
Long-Term Economic Contributions
Once fully operational, Monte Cristo I will continue to bring significant financial contributions to the region. Over the lifetime of the project, Terra-Gen estimates that the wind facility will generate more than $100 million in local economic benefits. These include property tax revenues for schools and municipal services, landowner royalty payments, and various contributions that support community development.
Local officials view these long-term benefits as transformative. Richard F. Strengthening Terra-Gen’s Texas Portfolio
Monte Cristo I marks Terra-Gen’s second operational wind project in Texas. Combined with the Texas Big Spring Wind facility, the company now has a total of 273 MW of active wind generation capacity in the state. Terra-Gen’s clean energy footprint in Texas is expected to continue expanding in the near future, as the company has already secured permits for Phase 2 of the Monte Cristo Windpower project. Development activities for the second phase are underway, signaling continued growth in Terra-Gen’s Texas operations and further contributions to the state’s renewable energy leadership.
