Pacifico Energy Secures Survey License for 1.3 GW Vietnam Offshore Wind Project
Pacifico Energy Vietnam (“Pacifico Energy” or “PE”), the Vietnam-based development platform of Pacifico Energy Group (“PEG”), has received approval for a sea survey license from Vietnam’s Ministry of Agriculture and Environment (MAE) for the development of the up to 1,300 MW Nam Trung Bo 3 offshore wind project in Lam Dong Province.
The approval marks a significant development milestone for the large-scale offshore wind project and allows Pacifico Energy to begin the technical and environmental investigations required to assess the approved offshore area. The survey work will provide critical information for establishing the project’s design basis and preparing subsequent investment, development, and permitting activities.
The Nam Trung Bo 3 project is identified in Vietnam’s Adjusted Power Development Plan VIII, with commercial operations expected during the 2031–2035 period. With a potential capacity of 1,300 MW, the project is positioned as a major future source of renewable electricity and forms part of Pacifico Energy’s broader strategy to develop utility-scale energy infrastructure in Vietnam.
Following receipt of the sea survey license, Pacifico Energy plans to begin preliminary desktop assessments of the project area. The company will use these assessments to prepare a detailed survey campaign ahead of field activities planned across the approved offshore area in 2027.
The planned field program is expected to include a range of technical and environmental investigations. These will include geotechnical and geophysical surveys designed to characterize seabed and subsurface conditions, as well as wind measurement activities to assess the area’s wind resource. Meteorological and oceanographic studies will also be undertaken to improve understanding of local environmental and marine conditions.
Environmental baseline surveys will form another important component of the planned work. Together with other technical assessments, these studies are intended to provide the information required to evaluate site conditions and support the future engineering and development of the offshore wind project.
The survey program is an important step in reducing technical uncertainties associated with offshore development. Detailed information on seabed characteristics, wind resources, ocean conditions, environmental factors, and other site parameters can help developers establish the technical basis for future project design and planning.
The latest approval also expands Pacifico Energy’s growing offshore wind portfolio in Vietnam. In February 2026, the company received a sea survey license for the 500 MW Nam Bo PE2.1 offshore wind project in Ho Chi Minh City. With the addition of Nam Trung Bo 3, Pacifico Energy now has an offshore wind development pipeline of approximately 1.8 GW in Vietnam.
The company described the two projects as part of its early-mover strategy in Vietnam’s emerging offshore wind sector. Pacifico Energy said it aims to advance projects that can contribute to the country’s energy security and respond to increasing electricity demand while attracting long-term investment, technology, and supply chain development.
Vietnam has significant offshore wind potential, and the sector is expected to play an increasingly important role as the country works to expand renewable generation and diversify its electricity supply. Large-scale offshore wind projects can also create opportunities for investment in specialized marine services, engineering, manufacturing, construction, operations, and other parts of the energy supply chain.
For Pacifico Energy, project development extends beyond individual offshore wind assets. The company said it will continue working with government authorities and industry stakeholders on policy and market development, regulatory improvements, and the establishment of a competitive and bankable framework for offshore wind investment in Vietnam.
Such cooperation will be important as Vietnam develops the regulatory and commercial structures needed to support large-scale offshore wind projects. The company said sustained coordination between the public and private sectors will be essential to translating Vietnam’s offshore wind resources into investable projects while supporting long-term industrial development.
