The International District Energy Association (IDEA) has recognized the City of Vancouver’s False Creek Neighbourhood Energy Utility (NEU) with its prestigious System of the Year Award (SOYA) during IDEA2026, the association’s annual conference and trade exhibition held in Ottawa, Ontario, from June 23 to June 26, 2026. The award represents the highest distinction granted by IDEA and highlights outstanding district energy systems that demonstrate excellence in operational performance, innovation, sustainability, and customer service.

The recognition places Vancouver’s False Creek NEU among the world’s leading district energy systems and underscores the city’s long-standing commitment to low-carbon urban development. Over the past 16 years, the municipally owned utility has evolved into a benchmark project for sustainable energy infrastructure, showcasing how centralized heating systems can significantly reduce emissions while supporting urban growth and energy affordability.

Originally conceived as part of the sustainability legacy of the 2010 Winter Olympic Games, the False Creek Neighbourhood Energy Utility was developed to provide low-carbon heating to the Olympic Village and surrounding communities. The project was founded on the principle that centralized district energy systems could replace conventional building-by-building natural gas heating, delivering greater efficiency and lower greenhouse gas emissions across densely populated urban areas.

Since its launch, the utility has expanded considerably beyond its initial footprint. Today, the False Creek NEU serves 47 connected buildings located throughout Southeast False Creek, Mount Pleasant, and the False Creek Flats. The system also possesses substantial future growth potential, with long-term plans capable of supporting approximately 2 million square meters of development. This scalability has made the utility an important component of Vancouver’s broader climate and sustainability strategies.

A major milestone in the utility’s development came in 2024 with the completion of a significant sewage heat recovery expansion at the False Creek Energy Centre. The project included the installation of two advanced high-efficiency heat pumps, dramatically increasing the system’s ability to capture and utilize thermal energy from municipal wastewater streams. As a result, the utility’s sewage heat recovery capacity tripled, reaching 9.8 megawatts.

The expansion generated immediate environmental and operational benefits. System efficiency increased substantially, rising from 103 percent in 2024 to an impressive 148 percent in 2025. At the same time, renewable energy sources accounted for approximately 73 percent of the utility’s total energy supply in 2025. These improvements translated into significant emissions reductions, with greenhouse gas emissions declining by approximately 7,070 metric tons of carbon dioxide compared with 2007 baseline levels.

The achievement demonstrates the growing role that innovative energy recovery technologies can play in helping cities meet ambitious climate targets. By extracting heat from wastewater that would otherwise be lost, the False Creek NEU has shown how urban infrastructure can be leveraged to create efficient, renewable energy solutions that simultaneously support economic and environmental objectives.

Mark Schwark, Director of Water and Utilities Management for the City of Vancouver, emphasized the collaborative effort behind the project and the significance of the recognition.

According to Schwark, receiving the IDEA 2026 System of the Year Award reflects years of cooperation, technical expertise, and long-term dedication from the many stakeholders involved in the utility’s development and operation. He noted that the system demonstrates that low-carbon district energy can be delivered in a reliable and cost-effective manner, providing customers with a practical alternative to traditional building energy systems while supporting affordability and sustainability objectives across the city.

Beyond its direct impact on Vancouver, the False Creek NEU has emerged as a leading example for other municipalities interested in adopting wastewater-based district energy systems. The project has inspired communities throughout Metro Vancouver and beyond, with municipalities such as Burnaby, Surrey, and New Westminster actively exploring or advancing similar initiatives.

The success of the False Creek model has provided important evidence that sewage and wastewater heat recovery technologies can operate effectively at utility scale. By demonstrating the technical feasibility and long-term economic benefits of such systems, Vancouver has helped accelerate interest in low-carbon district energy solutions across Canada and internationally.

The False Creek Energy Centre itself has also become an educational and knowledge-sharing hub. The facility regularly hosts tours and technical visits involving students, municipal leaders, utility operators, engineers, policymakers, and international delegations seeking to learn from Vancouver’s experience. Through these engagements, the project has contributed to broader industry understanding of district energy systems and their role in achieving decarbonization goals.

IDEA representatives highlighted the highly competitive nature of this year’s award process. Robert Smith, Vice President at RMF Engineering, Inc., noted that the 2026 System of the Year competition attracted strong entries from several countries, each demonstrating exceptional reliability, efficiency, and operational excellence.

Smith stated that all participating systems represented best-in-class examples of district energy infrastructure. However, Vancouver’s False Creek NEU distinguished itself through its consistent demonstration of how renewable energy technologies can be implemented successfully at utility scale while maintaining high levels of performance and reliability.

The recognition also reflects the growing importance of district energy systems in global efforts to reduce greenhouse gas emissions and transition toward cleaner energy systems. As cities worldwide face increasing pressure to decarbonize buildings—which often account for a substantial share of urban emissions—centralized thermal networks are receiving renewed attention as effective tools for achieving climate objectives.

Rob Thornton, President and Chief Executive Officer of IDEA, emphasized that the False Creek project exemplifies what can be achieved when municipal governments commit to district energy over the long term.

Thornton described the utility as far more than a pilot initiative or demonstration project. Instead, he characterized it as a fully operational utility that has reliably delivered low-carbon heating services for more than a decade and a half while continually expanding its renewable energy capabilities. He added that the project provides other cities with a credible and proven pathway for implementing sustainable urban energy systems.

The System of the Year Award therefore represents not only recognition of past accomplishments but also acknowledgment of the utility’s ongoing role in shaping the future of urban energy infrastructure. Vancouver’s success demonstrates that long-term investment in innovative district energy technologies can generate meaningful environmental benefits while supporting reliable service and urban development.
