LibertyStream, Packet Digital Sign U.S. Lithium Carbonate Supply MOU

LibertyStream Signs Strategic MOU with Packet Digital to Advance U.S. Lithium Carbonate Supply Chain for Next-Generation Battery Manufacturing

LibertyStream Infrastructure Partners Inc. (TSXV: LIB | OTCQB: VLTLF | FSE: I2D) (“LibertyStream” or the “Company”) has taken another significant step toward strengthening the domestic critical minerals supply chain by entering into a Memorandum of Understanding (“MOU”) with Packet Digital, LLC (“Packet Digital”), an advanced battery and power systems innovator based in Fargo, North Dakota. The collaboration aims to support Packet Digital’s growing demand for high-quality lithium carbonate (Li₂CO₃) used in both current and future U.S. manufacturing operations serving industrial and military customers.

The partnership represents a strategic alignment between two companies working to develop a vertically integrated energy storage ecosystem in the United States—one that reduces foreign reliance, accelerates domestic production, and supports national security objectives through resilient supply chains.

Building a Vertically Integrated Battery Ecosystem in North Dakota

Packet Digital has emerged as a leading developer of smart battery systems, advanced power electronics, and high-reliability energy storage solutions. With both commercial and defense customers expanding their requirements for next-generation energy systems, the company’s need for consistent, high-purity lithium carbonate continues to grow. The MOU with LibertyStream is designed to help meet that demand through a secure, U.S.-based supply of battery-grade material.

“We’re establishing a vertically integrated battery ecosystem in North Dakota, where Packet Digital manufactures smart batteries and sources critical minerals—such as lithium carbonate—through local production channels,” said Terri Zimmerman, CEO of Packet Digital. “Our partnership with LibertyStream aligns with this vision and we are pleased to support their field refining operations as they commence production in late 2025.”

Packet Digital’s vertically integrated model reduces its dependency on overseas material suppliers, allowing its engineering, synthesis, and manufacturing teams to operate with greater predictability and control. By leveraging locally sourced lithium carbonate, the company reinforces its mission to accelerate U.S. battery innovation and ensure the highest levels of reliability for mission-critical applications.

LibertyStream Expands Its Role in America’s Critical Minerals Landscape

For LibertyStream, the partnership represents an important milestone in its ongoing transition from project development to commercial-scale operations. The Company is advancing integrated lithium extraction and refining operations across both Texas and North Dakota, where it is positioning itself as a reliable domestic producer of battery-grade lithium carbonate.

“LibertyStream is honored to partner with the Packet Digital team to strengthen the secure, domestic supply of critical minerals essential for next-generation battery and power systems,” said Alex Wylie, President & CEO of LibertyStream. “As we scale our refining capabilities in Texas and mobilize near-term operations in North Dakota, our focus remains on delivering battery-grade lithium carbonate tailored to Packet’s U.S.-based cell manufacturing needs. This partnership reflects our shared commitment to building a resilient domestic supply chain and producing premium lithium products for American customers through integrated operations across both states.”

LibertyStream’s refining unit in Texas is currently being prepared for commissioning, marking a key development in the Company’s move toward commercial-scale production. In North Dakota, early-stage operations are focused on field extraction, logistical planning, and integrating future supply deliveries with Packet Digital’s manufacturing timelines.

Key Terms of the Memorandum of Understanding

The MOU outlines a broad cooperative framework that includes the following near-term priorities:

  • Technical Data Sharing: The companies will exchange data related to lithium carbonate specifications, refining processes, and materials characterization required to support Packet Digital’s synthesis and cell manufacturing activities.
  • Supply Planning: LibertyStream and Packet Digital will coordinate on future delivery schedules for battery-grade lithium carbonate, aligning production forecasts with manufacturing requirements.
  • Integrated Operations: By connecting LibertyStream’s direct lithium extraction (DLE) and refining capabilities with Packet Digital’s cell manufacturing processes, the partnership is designed to streamline supply logistics and improve process efficiency.
  • Support for Domestic Manufacturing: The collaboration will help Packet Digital enhance its internal production of synthesized battery materials through reliable, U.S.-based sourcing, thereby reinforcing supply chain security for both commercial and defense energy applications.

This integrated approach positions both companies for long-term growth while supporting broader federal initiatives to strengthen domestic critical mineral supply chains.

Strengthening Financial Position Through Grants and Capital Inflows

In addition to its operational advances, LibertyStream has reinforced its financial foundation over recent weeks. The Company has generated approximately $2.7 million (combined Canadian and U.S. dollars) in aggregate gross proceeds through a combination of:

  • the exercise of outstanding share purchase warrants,
  • the exercise of stock options—including those exercised by directors and the Company’s largest institutional shareholder, and
  • previously announced non-dilutive grant funding.

These funds are earmarked to support LibertyStream’s strategic initiatives in Texas and North Dakota. Specifically, the proceeds will help accelerate the Company’s transition to commercial-scale lithium carbonate production, advance commissioning of its Texas refining unit, and prepare for near-term field operations in North Dakota.

Driving U.S. Energy Security and Industrial Competitiveness

The collaboration between LibertyStream and Packet Digital highlights a growing trend across the American energy and technology landscape: the push for fully domestic, vertically integrated supply solutions. As the U.S. scales adoption of electric transportation, military electrification, grid-connected storage, and industrial automation, demand for secure and traceable lithium supply continues to rise.

By pairing LibertyStream’s extraction and refining capabilities with Packet Digital’s advanced battery manufacturing, the two companies are helping define a new model for American energy independence—one built on innovation, collaboration, and domestic production.

With commercial operations targeted to begin in late 2025, the partnership is poised to support a new generation of high-performance battery systems designed, sourced, and manufactured entirely within the United States.
