Western States Petroleum Association Appoints Jodie Muller as President and CEO

The Western States Petroleum Association (WSPA) Board of Directors has named Jodie Muller as its next President and Chief Executive Officer, effective September 1, 2025. Muller, who currently serves as WSPA’s Chief Operating Officer and Senior Vice President, brings more than two decades of experience within the organization and will succeed Catherine Reheis-Boyd, who announced her planned departure earlier this year.

Reheis-Boyd, who has been with WSPA for 35 years, will remain in an advisory role through the end of 2025 to ensure a seamless leadership transition. She will begin a new professional chapter in early 2026.

“Jodie Muller has an incredible track record of strategic leadership at WSPA,” said WSPA Board Chair Mike Vomund, Vice President of Chevron Products, Fuels. “We are thrilled she is stepping into the role of President and CEO at a critical time for our industry and for consumers in California, Nevada, Arizona, Washington, and Oregon. Jodie is a tireless advocate for commonsense policies that support the industry’s ability to provide affordable, reliable, and essential fuels that power daily life for millions.”

Muller expressed her gratitude and determination as she prepares to lead the nation’s oldest oil and gas trade association. “I am honored to represent the oil and gas industry and the companies and workers who make our way of life possible,” she said. “Our industry faces an extraordinary set of challenges, many unfolding in real time. There is significant work ahead as we advocate for policies that protect fuel supply and affordability while advancing new technologies for ever-cleaner energy. I look forward to the road ahead and remain committed to fighting for solutions that truly work for all.”

Outgoing President and CEO Catherine Reheis-Boyd praised Muller’s leadership and readiness to take the reins. “Jodie Muller is a tremendous leader who has built trust across the region for years,” said Reheis-Boyd. “I am proud of what we have accomplished together, and I know Jodie will continue to guide WSPA toward practical solutions that provide affordable energy and showcase the best problem solvers our industry has to offer. There is no better person to lead WSPA into the future.”

Muller joined WSPA in 1999 and has held senior leadership roles since 2019. Her career spans public administration, trade associations, and national government service. She previously worked for the Long Beach City Council, various trade associations in Washington, D.C., and the White House Communications Office under President George H.W. Bush. Beyond WSPA, she serves as Executive Director of the Shared Energy Future Foundation, which promotes sustainable energy practices and innovation. Muller earned both her bachelor’s and master’s degrees from the University of Southern California.
