
Blykalla and Microsoft Advance AI-Driven Nuclear Licensing
Blykalla, a global developer of advanced nuclear technology, has announced a collaboration with Microsoft to explore the use of artificial intelligence (AI) in nuclear permitting and licensing, an area that can represent a significant portion of the time and resources required to bring new reactor technologies to market.
Under the collaboration, Blykalla has begun deploying Microsoft’s GenAI for Energy Permitting Solution Accelerator alongside agentic AI tools within its regulatory workflows. The initiative is intended to support the company as it advances licensing activities for its Swedish Advanced Lead Reactor (SEALER) in Sweden and prepares for regulatory engagement in the United States.
The companies are focusing on how generative AI and AI agents can assist with the preparation, review and refinement of permitting documentation. The technology is designed to help organize regulatory requirements and support the development of documentation that addresses those requirements. Blykalla plans to use the solution in both Swedish and English as it works across its regulatory activities.
Nuclear licensing requires extensive documentation and coordination because developers must demonstrate that proposed facilities, technologies and operating procedures meet applicable safety and regulatory requirements. Documentation can involve numerous technical disciplines and must be prepared, reviewed and updated throughout the licensing process.
Blykalla expects AI-supported workflows to reduce the time and resources associated with this documentation-intensive work. The company has expressed an ambition to move portions of a process traditionally measured in years toward a timeframe measured in months, while maintaining the level of quality and regulatory rigor required for nuclear projects.

At the same time, Blykalla has begun pre-application engagement with the U.S. Nuclear Regulatory Commission as it evaluates expansion of its technology into the U.S. market.
The dual-track regulatory strategy is part of Blykalla’s broader effort to establish a pathway for the commercialization of its reactor technology in multiple markets. Regulatory requirements differ between jurisdictions, making the ability to manage documentation in different languages and against different regulatory frameworks an important consideration for the company.
At the center of Blykalla’s technology development is SEALER, an advanced modular reactor (AMR) based on lead-cooled fast reactor technology. The reactor uses liquid lead as its coolant, a design approach that Blykalla says builds on nuclear technology that has been deployed since the 1960s.
The company’s reactor design incorporates a proprietary and patented aluminum-alloyed steel developed to withstand the corrosive characteristics associated with liquid lead. SEALER’s compact design is also intended to provide flexibility in how and where advanced nuclear capacity can be deployed. Blykalla says the reactor’s size could support applications requiring relatively rapid deployment and flexible siting compared with larger conventional nuclear facilities.
One potential application identified by the company is co-location with industrial facilities. The concept could allow nuclear generation to be positioned closer to energy-intensive industrial operations, potentially providing a source of power at the location where electricity and heat are required.
Blykalla has also identified AI data centers as a potential application for its technology. Data centers supporting increasingly intensive AI workloads require substantial amounts of electricity and place growing emphasis on reliable, continuous power supplies. Compact advanced reactors could potentially be located near such facilities, subject to regulatory approval, site requirements and other project considerations.
The combination of advanced nuclear technology and AI-enabled regulatory processes therefore represents two related aspects of Blykalla’s development strategy.
