Aramco and Rongsheng Petrochemical Sign Framework Agreement to Propel SASREF Expansion

Aramco, a global leader in energy and chemicals, along with its affiliate Saudi Aramco Jubail Refinery Company (SASREF) and an affiliate of Rongsheng Petrochemical Co. Ltd., has signed a Development Framework Agreement in Beijing, China. This agreement sets the foundation for an ambitious expansion project at the SASREF facility in Jubail, Kingdom of Saudi Arabia, aiming to enhance its refining and petrochemical capabilities while strengthening international collaboration.

Strategic Collaboration for Expansion

The agreement outlines a detailed cooperation mechanism and planning framework for the project’s design and development. The goal is to expand SASREF’s production capabilities, enabling it to meet growing demand for high-quality petrochemical products while reinforcing the strategic partnership between Aramco and Rongsheng Petrochemical.

Mohammed Y. Al Qahtani, Aramco’s Downstream President, emphasized the significance of the partnership:
“By aligning our efforts, Aramco and Rongsheng Petrochemical aim to deliver additional value to our stakeholders. This Development Framework Agreement underscores Aramco’s commitment to fostering closer collaboration with key partners and advancing its strategic downstream expansion, both in the Kingdom of Saudi Arabia and internationally. It also highlights the potential of the Kingdom’s downstream sector to attract overseas players.”

Li Shuirong, Chairman of Rongsheng Petrochemical, echoed the sentiment, highlighting the mutual benefits of the collaboration:
“The signing of the Development Framework Agreement sets the stage for Rongsheng Petrochemical’s in-depth participation in the SASREF expansion project. Saudi Arabia offers abundant energy resources and significant market potential, and Rongsheng Petrochemical will bring strong momentum to the partnership through our operational expertise and market competitiveness. This collaborative project holds strategic importance for both companies and contributes to China’s Belt and Road Initiative as well as Saudi Arabia’s Vision 2030.”

Building on a Strong Foundation

This agreement builds upon a prior Cooperation Framework Agreement signed in April, which outlined plans for a joint venture between Aramco and Rongsheng Petrochemical. That agreement also included significant investments in both Saudi and Chinese petrochemical sectors. Preliminary documentation related to the Development Framework Agreement was signed in September, underscoring the commitment of both parties to this strategic endeavor.

Key Features of the Expansion

The SASREF expansion project, located in Jubail Industrial City in Saudi Arabia’s Eastern Province, benefits from its strategic position along the Arabian Gulf coast and the city’s advanced industrial infrastructure. The project is currently in the PREFEED (Preliminary Front-End Engineering and Design) stage, with plans to integrate large-scale steam crackers and downstream derivative units into the existing SASREF complex. This integration aims to boost the facility’s production capacity and efficiency, enabling it to respond to the increasing global demand for advanced petrochemical products.

This expansion project is aligned with both China’s Belt and Road Initiative and Saudi Arabia’s Vision 2030, reflecting the shared strategic priorities of the two nations.
